No, they can't. That's illegal. The title 2 classification everyone is lumping the entire concept of a neutral internet into wasn't preventing that. And this is a perfect example of people believing the shouters!

"oh Net Neutrality is saving us from the big bad ISPs!!!!" No it wasn't!! Everyone wants to use Netflix and Comcast as an example. So let's continue that. Yes Comcast throttled Netflix, Yes they signed a deal and then Netflix called Comcast out! And I am 100% sure Comcast took a pretty big hit when that happened and I don't blame Netflix 1 bit! That being said.
Did you know you were most likely still being "throttled"? Did you think ISPs stopped throttling because of Net Neutrality? Well guess what, you were still being throttled!! This time we will use Time Warner (now Spectrum) as an example.
TWC has multiple areas where they provide service to millions of people, WI, OH, FLA for starters. In order for all of those customers to have access to Amazon for example they need to get outside of the TWC network and to do that you have to go through what is called an interconnect. TWC contracts with Level3 to access the backbones and then on to Amazon. In a "business decision" TWC only purchases access to 6 interconnects with a limit to bandwidth at each interconnect. So while TWC isn't "throttling" you for using Netflix or accessing Amazon they are bottlenecking access to the backbones! So please explain how Net Neutrality helped you? Because legally, they did NOTHING wrong but yet if there was a load on their network you would see issues or "unintentional throttling".
The other argument is "the ISPs can control what you see or sites you go to and push their agenda". Ok, so why doesn't anyone have an issue with the content providers doing this? Youtube, Facebook, Google and many others have been PROVEN to do this!!! So why is it ok for them to do it and not the ISPs? I am not saying this will happen but why the hypocrisy?
Do we want the shit that ISPs do to stop? YES but let capitalism work and that will happen. IF I find Spectrum is throttling me, I should have the option to go to another ISP. Stop municipalities such as your city/township from blocking competition!! My area is blocking Verizon, Google and other options to come in and supply Internet access, why? Who is getting money in their pocket for blocking them? THIS is what needs to stop, THIS is what we need to question and fight against!! IF Spectrum loses customers to their competition because of their practices what do you think will happen?
Outside of gaming VPNs are the answer too. It might be a good idea to see if that is a viable business. A good VPN will hide what sites and content you download from outside your ISP network. Gamers are screwed because that will add latency. But again, give us choices and competition between ISPs is a good thing for us, the consumer!
It's not that simple. VPN's are well and good. But if the ISP's separate the net into packages, then you have to pick and choose. As for choices, it would be great if there were more than that, but the ISP's have it set up to prevent it. For example, I only have AT&T or Comcast to go from in terms of viable internet to use for gaming. And both of them are not good. Competition between them would be great, but it's a pipe dream and getting rid of net neutrality only puts things in the ISP's favor that much more.

The issue with screw attack is they use calculations based on reality that the devs probably didn't consider when creating these over the top characters, which results in conclusions like "Sephiroth is as strong as 30 Hiroshima bombs" it's just ridiculous.

True, but still staying positive by keeping in mind that Vergil is still a badass. I was basically going off about how Sephs so OP, but not gonna lie, the supernova is pretty badass.
Also a little trivia. The "Angelo" part in my name comes from Nelo Angelo, which is the character Vergil turns into when he losses to Mundus.
Can you explain the supernova move in the game? I notice he uses it, but notice that nothing really happens to Cloud and the rest of the gang.

Screw Attack is just using what has actual happened in canon. I blame the writers/animators for the times they had to calculate what wasn't ever intended to be thought of about. It's always fun to watch nonetheless. Especially when characters I am a fan of (like Luke Skywalker, Snake, and Vegeta) win.
